Strategic Advisor - Municipal Solid Waste & Recycling (posted 2/3/2026) - The Northwest Hills Council of Governments (NHCOG) is the coordinating body for the Chief Elected Officials of twenty-one (21) municipalities in the northwest corner of Connecticut. NHCOG provides support to its member municipalities across many disciplines of municipal planning, administration, and government. With the closure of Materials Innovation and Recycling Authority (MIRA), the NHCOG has taken a lead role in identifying and securing opportunities to secure long-term, sustainable options for the processing and disposal of MSW and Recycling material. In 2025, the Northwest Resource Recovery Authority (NRRA) was established for the purpose of sustainably managing municipal solid waste and recyclable materials. Its mission includes, but is not limited to, owning and operating one or more waste management facilities and providing for the management and disposal of solid waste and recyclables from municipalities that choose to become members of the Authority. NHCOG's role has shifted to supporting the development and sustainable operations of the NRRA. As such, the NHCOG secured $350,000 Sustainable Materials Management Grant awarded by the Connecticut Department of Energy and Environmental Protection (CT DEEP) to NHCOG. Grant funds will be used to secure consulting, legal, and design services to support the NRRA’s organizational and operational development. Transportation Planning The Northwest Hills Council of Governments assists in developing and administering comprehensive transportation planning activities with local government and regional stakeholders according to federal, state, and local regulations. This collaboration facilitates the development of strategies that generate applicable infrastructure, transit services, and capital procurements that address the economic and environmental impacts of the Northwest Hills region. Resilience Improvement Plan The NVCOG , CRCOG , NECCOG , and NHCOG received $1.2 million under the USDOT PROTECT Program to enhance transportation resilience across their respective regions in Connecticut. The funding will be used to assess and determine the vulnerability and risks to locally owned transportation infrastructure and services from current and future major natural events. The RITS Program provides rides to non-emergency medical appointments for the elderly and disabled living in the NHCOG region. Who provides the services? Depending on what town you live in, Geer, Northwestern CT Transit District, or Sullivan Senior Center will provide transportation with handicapped-accessible mini-vans. Where can I go? Transportation can be provided to any health or mental healthcare professional in Connecticut. How much does it cost? NHCOG funds the program and there is no cost to the user. Donations are accepted and greatly appreciated. How do I use it? Call your designated provider and arrange for your ride as soon as you schedule your medical appointment. This grant program from CT DOT provides an operating subsidy for Geer Village with a formula population allocation and 50 percent match for the towns of Canaan (Falls Village). Cornwall, North Canaan, Sharon and Salisbury. Northwestern CT Transit District is the provider for the towns of Burlington, Colebrook, Goshen, Hartland, Kent, Litchfield, Morris, New Hartford, Norfolk, Roxbury, and Washington. Road Supervisors Meeting - The Northwest Hills regional road supervisors meet on a quarterly basis to discuss important issues such as equipment or material purchasing, road maintenance, safety concerns and other related public works topics. Local Transportation Capital Improvement Program (LOTCIP) – The purpose of this program is to provide State funding to urbanized municipalities in lieu of Federal funds. NHCOG receives approx. $1 million/year for five qualifying towns (Burlington, Litchfield, Winchester, Torrington, and Harwinton). Click here for additional program information. Transportation Rural Improvement Program (TRIPS) - The Connecticut Department of Transportation will again be accepting application for the Transportation Rural Improvement Grant Program (TRIP) to fund municipal construction projects. This is the second time CTDOT has solicitated applications for this program to date. The TRIP is an infrastructure improvement program that provides construction funding for local capital improvement initiatives to improve the transportation infrastructure in rural communities. Projects funded through the TRIP will allow rural municipalities to perform small to medium scale capital improvements to address safety and accessibility primarily for a wide range of project types. Grants will be awarded on a competitive basis and will range between $300,000 and $2,000,000. Applications are expected to be available Friday, November 1, 2024, with an application submission deadline of 4:00 p.m. on Friday, February 7, 2025. Applications must be submitted to CTDOT through the municipalities respective Council of Government. Each eligible municipality may submit only one application. To be considered for this solicitation, Municipalities that were previously awarded a grant under this program must have submitted, and received an approval of, their final project design submission package by the application deadline. Statewide Transportation Improvement Program (STIP) – Four-year planning document reflecting first 3 years of CT Department of Transportation Capital Plan. Regional Trails Connectivity Assessment and Interactive Online Map - The Regional Trails Maps and Connectivity Assessment are now available for review! This project included a variety of products, carefully created by our consultant, Housatonic Valley Association. Regional Transportation Safety Plan (2019) - In 2017 the Connecticut Department of Transportation published the Connecticut Strategic Highway Safety Plan (SHSP) to guide the State in reducing fatalities and serious injuries along CT roadways. The Northwest Hills Regional Transportation Safety Plan in congruence with the SHSP, serves as a road map and strategy to help the region and all twenty-one municipalities collaborate with the State to reach the same objective of reducing fatalities and injuries, increasing safety awareness and allowing the Towns and region to focus on their unique safety issues. Regional Transportation Plan (2016) - The Northwest Hills Council of Governments developed a new Regional Transportation Plan (RTP) to guide future transportation decisions in the 21-town region. The RTP recommends a list of projects and priorities for travel improvements throughout the region. It considers all means of travel including automobile, transit, walking, and bicycle. In addition to input from municipalities in the region, the vision and priorities were shaped by a program of stakeholder input, such as several public forums and an online survey. RFP Addendum #1 (01/05/2026) Proposals are due by 11:00 AM on January 20th, 2026 and should be submitted electronically to Erik Shortell, Director of Transportation - EShortell@nhcogct.gov REQUEST FOR PROPOSALS (RFP) / Request For Qualifications (RFQ) Bus Stop Placement and Amenities Study Purpose / Background: The Northwest Hills Council of Governments (NHCOG) is seeking proposals from qualified firms to conduct a Bus Stop Placement & Amenities Study for the Northwest Connecticut Transit District (NWCTD) fixed routes. NWCTD currently has 4 fixed routes that traverse between the City of Torrington and the Town of Winsted. The selected consultant will assess existing bus stops, identify opportunities for improvements and new stop locations, and recommend strategies to enhance accessibility, visibility, and rider comfort. This project builds upon NHCOG’s recently completed Transit Analysis Study, which identified the need for improved bus stop infrastructure as a top regional transit priority. Objectives: The Bus Stop Placement & Amenities Study will - Create an inventory of all existing bus stops and their amenities that can be used by both riders and as a planning tool for the District. Evaluate the condition and visibility of current stops and shelters. Identify opportunities for upgrades, relocations, or new stop locations. Recommend appropriate infrastructure improvements, including shelters, benches, paved waiting areas, and signage. Gather input from riders, service providers, and community partners. REQUEST FOR QUALIFICATIONS AND PROPOSALS (RFQ/RFP) Northwest Hills Council of Governments (NHCOG) Brownfield Area Revitalization (BAR) Planning Grant Revitalization Along the Mad River – Winsted, Connecticut Purpose / Background: The Northwest Hills Council of Governments (NHCOG) is soliciting Qualifications and Proposals (RFQ/RFP) from experienced and multidisciplinary consulting teams to prepare the Revitalization Along the Mad River Study in Winsted, Connecticut. This project is funded through a Connecticut Department of Economic and Community Development (DECD) Brownfield Area Revitalization (BAR) Planning Grant and will develop a comprehensive redevelopment strategy for the designated project area, as delineated in Appendix A: BAR Program Planning Area Map. The purpose of this study is to create an actionable, long-term revitalization and investment framework that guides both public and private redevelopment efforts. The plan should identify opportunities to stimulate new economic growth, encourage private investment, support environmental restoration and remediation, and align redevelopment activities with the Town of Winchester’s long-term vision while protecting environmentally sensitive areas. Request for Qualifications and Proposals Northwest Hills Council of Governments Naugatuck River Greenway – Bogue Road (Harwinton) to Thomaston Road Park & Ride (Litchfield) Purpose / Background: The Northwest Hills Council of Governments (NHCOG) is seeking a firm or team of consultants to perform planning and design activities related to the Harwinton section of the Naugatuck River Greenway (NRG) from Bogue Road (Harwinton) toThomaston Road Park & Ride (Litchfield). This trail section in this study stretches along approximately one mile of the Naugatuck River from Bogue Road north to the park and ride lot on Thomaston Road just north of Route 118. The trail in this section will pick up where the Torrington NRG is currently planned to terminate at Bogue Road between the driveway to the Torrington WPCA and the Naugatuck River. The firm or team of consultants must demonstrate they have the capability and capacity to work closely with the NHCOG to determine the most cost effective and feasible route for the Harwinton section NRG, update the routing study, and prepare design plans for updates to the trail. The scope of work in this document is intended to provide NHCOG, or Municipalities, with the ability to be prepared to make viable applications for future funding opportunities for construction for this section of the NRG. Proposals can be left with the attendant at the front desk of the EdAdvance building. 2025 Transit Analysis Study This Market Analysis of Need and Proposed Transit Options Memorandum, undertaken by the Northwest Hills Council of Governments (NHCOG), is the second part of the agency’s broader effort to undertake a Transit Analysis Study (“the Study”). The Study will offer recommendations to improve transit service in the region to better meet the needs of residents, workers, and visitors. This Memorandum identifies: • Transportation providers as well as the routes and services they operate; • Ridership trends; • Operational deficiencies; • Existing operational funding sources; and • Recommendations to improve transit service that will accommodate a growing older adult population and workforce travel demands in the region. The long-term goal of the Study is to inform and support NHCOG in the development of a coordinated and centralized transportation network. This Memorandum summarizes a market analysis of the communities in the NHCOG service area, focusing on older adults, people with disabilities, and people living below the poverty level. The resulting trends in regional demographics are compared to travel patterns, the locations of major activity centers, and existing transportation services to identify gaps and applicable service options. Further, the Memorandum includes a performance analysis for the two main providers in the region, Northwest Connecticut Transit District (NWCTD) and CTtransit. The Memorandum culminates in a menu of transit options for consideration by regional stakeholders. Network partners use shared messaging and provide training that highlights the important mediating effects that PCEs (Positive Childhood Experiences) have on ACEs (Adverse Childhood Experiences). Initiative: The NHCHN-CT serves adolescents ages 12 through 18 who are either in need of services related to behavioral health or who are at risk of experiencing behavioral health concerns due to various social determinants of health (SDOH) and exposure to toxic stress (ACEs). To address the elevated need for youth behavioral health services, network partners’ clinical teams conduct ACES and SDOH screening to identify and respond to trauma and toxic stress proactively. In addition, the NHCHN-CT partners with EdAdvance (the Regional Education Service Center) to provide Trauma-Informed Care and Strength-Based Approaches training and continuing education units (CEUs) for school Social Workers, counselors, and other school staff. Our Clinical Partners - Greenwoods Counseling & Referrals, Inc. , a non-profit mental health provider, will leverage its existing school-based mental health programs to provide outreach and trauma screening. Through this screening process, the clinician will coordinate referrals for youth in need of mental health or substance use disorder services, as well as refer to other services relating to social determinants of health (i.e. food access, transportation, social activities, etc). The clinician will monitor and track referrals to ensure referral loop closures when youth are referred to services. Community Health and Wellness Center of Greater Torrington (CHWC) , a Federally Qualified Health Center (FQHC) offering school-based mental health services, will conduct outreach and trauma screening in the schools they serve, as well as provide access to adolescent psychiatric medication management. CHWC will also provide Continuing Education Units and mental health training events open to all providers in the region. McCall Behavioral Health Network will provide access to their adolescent Intensive Outpatient Program, in which teens with substance use and/or mental health issues attend the program three afternoons a week for up to three hours each day. The evidence-based curriculum addresses substance use disorders, mental health, and trauma, including toxicology screens and contingency management. A psychiatrist and psychiatric nurse practitioner are available to consult with teens and their guardians to prescribe psychiatric medication, as needed. A combination of counseling and medication can help individuals make positive changes and experience long-term success. McCall will also provide Question, Prevent, Refer (QPR) training opportunities for the community and local Emergency Responders. McCall will conduct trauma and Social Determinants of Health screenings and make referrals for ongoing support and care. Other Partners: EdAdvance , our local Regional Education Service Center, will serve as a collaborative partner and leverage the expertise of our clinical partners to provide training and peer support opportunities for school staff who work with students experiencing behavioral health needs. Torrington Youth Service Bureau (TYSB) , a local youth-services program under the Northwest YMCA, will assist with identifying groups of adolescents to participate in strength-based approach outdoor excursions in partnership with Outside Perspectives. Outside Perspectives (OP ) , a local youth-serving non-profit, leverages the natural landscape of rural CT to deliver structured, trauma-informed outdoor experiences for adolescents. Through activities such as hiking, ropes courses, rock climbing, canoeing and camping, OP supports youth in developing resilience, coping strategies, and strengthening trust and communication skills. These programs include Food Stamps, Medicaid, Temporary Family Assistance, Care4Kids, Medicare Savings Programs, CT Home Care Program for Elders, and many more. New Opportunities, Inc. is the community action agency serving Waterbury, Meriden, Torrington and 27 surrounding Connecticut towns. We offer a variety of social service programs designed to eliminate poverty and assist people in need. The mission of the Community Action Agency of Western Connecticut is to provide social services to low-income individuals living in western Connecticut in order to stabilize and improve their lives. The WCAAA is a resource for information and referral to services and serves as a strong advocate for older adults and those with disabilities in our 21-town region. 211 is a free, confidential information and referral service that connects people to essential health and human services 24 hours a day, seven days a week online and over the phone. Western Connecticut Coalition's mission is to promote the behavioral health continuum of care, and to enhance the quality of life at every stage. The Good Samaritan Law protects people who call 911 seeking emergency medical services for an overdose from arrest for possession of drugs/paraphernalia. It does not protect someone from other charges or stop the police from serving a search or arrest warrant if that was already in process. Learn more. What is Fentanyl? Fentanyl is a powerful synthetic opioid analgesic that is similar to morphine, but is 50 to 100 times more potent. It is a Schedule II prescription medication, and it is typically used to treat patients with severe pain or to manage pain after surgery. FACT: Naloxone is an effective medication to reverse a fentanyl overdose. FACT: You cannot overdose just by touching powdered fentanyl ; fentanyl must be introduced to the bloodstream or mucus membrane to cause a response. Therefore, never touch your eyes, nose, or mouth if you have come in contact with the substance . What is naloxone? Naloxone, also known by the brand name Narcan, is a safe and effective medication that can reverse the harmful effects of opioid overdose. FACT: Naloxone will NOT harm someone if it is administered to someone who is NOT overdosing, and is safe for all ages from infants to older adults. Learn more. What is Xylazine? Xylazine is an animal tranquilizer that is not approved for human consumption by the FDA, and is sometimes referred to as "Tranq". Xylazine is often used as an additive in other illegal substances to prolong the intoxicating effects. People who use xylazine may be at increased risk of developing wounds, even in places where they do not inject. FACT: Xylazine is NOT an opioid and will NOT respond to naloxone. From equipment sharing to regional Household Hazardous Waste Days, these COG services help to save our member towns money by sharing the cost of the service regionally rather than each town taking on the full cost themselves. Some of these services are: • Public Works Equipment Cooperative • Regional Household Hazardous Waste Days coordination • Regional Cooperative Purchasing Program • Staff support for the Housatonic River Commission and for municipal human service providers Please contact us for more information on these regional services or projects. Regional Household Hazardous Waste days are coordinated through NHCOG and allow residents of member towns to discard of their hazardous waste at a centralized location and at no cost to them. Regional Household Hazardous Waste This service allows our 21 member towns to share the use of public works equipment as needed, avoiding costly purchases for machinery that is not used regularly. Public Works Equipment Cooperative This program is provided in partnership with the Capitol Region Council of Governments (CRCOG).
